Well, Whitlam, Fraser, Hawke and Keating. Of the set Fraser was certainly the worst, and under Hawke and Keating, Gareth Evans was foreign minister from 88 to 96.

Evans' acceptance of Indonesia's invasion and his description of the Dili massacre of '91 as "an aberration" does stick out. His refusal to admit error on the matter is even more disappointing that the original claims.
