Looks like they need a structure that allows delegation or clarification of roles, with the committee reporting on their actions at committee meetings and perhaps by email between meetings. For example, a local (Perth, Western Australia) anime club (JAFWA), operates more or less like that. As for Chifley: Are you stating that they teach, but do not apply, ongoing reviews and improvement? Oh come on, celebrate with warm sake or sochu!
