Not necessarily. They are most effective when used against people in the open and presumably that is not the case for many of the Palestinians at the moment. They are a little like laying 'suppressing fire', in preparation for a larger assault.

One of the greater dangers is the effects of unexploded cluster bombs. Hundreds of people in Viet Nam still die annually from cluster bombs dropped forty years ago. Israel dropped about 1800 in Lebanon in the 2006 war...
