That's not so easy. The English have this marvellous buffer region (the Channel and the North Sea), however they are also quite trapped. They must expand at some point and it's absolutely critical they attempt to expand to Brest or even Belgium in preference to Norway. If they do get to Norway however, you should be able to get enough units there to force them out.
