Decentralised administration is an alternative, but there are many ways to deal with the same problem. Centralised administration can work fine, or can be totally botched. Australia handled Cyclone Tracy very rapidly by providing leadership and vast resources. The USA have handled Katrina very poorly by being disorganised and deploying very few resources.
