Normally, I am not a great fan of state governments as they tend to block national progress (the great Australian debacle on rail gauges being a famous example case).
But in this instance they have shown where there is a terrible lack of national leadership that they have been able to step up to the task.
It might make for an interesting paper on Federalism.
