I have never heard of that festival before. Seems pretty gruesome from the pictures on Google. Don't know what you mean by saying that it is an "example" of our discussion. If they are doing it for religious purposes, I'd say they have arrived at a rather violent Dharma for themselves which is not likely to do them much good (or the animals, of course).
